What is LOTO?

LOTO are designed to disable machines or equipment to prevent unexpected energization, start-up, or release of stored energy, thus avoiding injuries.

When LOTO is Required?

• To remove or bypass a guard or other safety device or feature
• To place any part of his or her body into an area near the point of operation of any equipment
• To enter or partially enter the area where a machine or peice of equipment may operate

LOTO OSHA Standard

• DURABLE
  LOTO devices shall be capable withstanding the environment to which they are exposed for the maximum period of time that the exposure is expected.
• STANDARDIZED
  Lockout and tagout devices shall be standardized within the facility.
• SUBSTANIAL
  Lockout devices shall be substanial enough to prevent removal without the use of excessive force or unusual techniques.
• IDENTIFIABLE
  Lockout devices and tagout devices shall be indicate the identify of the employee applying the device.

Definitions

• AFFECTED EMPLOYEE
  Whose job requires him/her to operate on which maintenance is being performed under lockout or tagout, or whose job requires him/her to work in an area in which such serving or maintenance is being performed.
• AUTHORIZED EMPLOYEE
  An employee who locks out or tags out equipment in order to perform service or maintenance on that equipment.
• ENERGY ISOLATING DEVICE
  A mechanical device that physically prevents the transmission or release of energy.
• LOCKOUT (TAGOUT)
  The placement of a Lockout device on an energy isolating device, in accordance with an established procedure, ensures that the energy isolating device and the equipment it controls cannot be operated until the Lockout device is removed.
